What is Job Evaluation?

Job Evaluation is a process used to determine the relative values of jobs within an organisation. It ensures all jobs are evaluated in the same way and focuses on the post not the post-holder. It enables organisations to carry out a review of their pay and grading structures in an equitable way by evaluating all posts against the same criteria.

What Job Evaluation Scheme is being used?

The Council has used the Greater London Provincial Council (GLPC) job evaluation scheme as it is recognised by authorities as a robust process that is systematic and straightforward to use. The scheme has been tried and tested, has Trade Union support and complies with Equal Pay and Single Status requirements.

1600 jobs covering 10,600 staff have been evaluated using this scheme jointly with the Council’s Trade Unions.

How has the job evaluation process been undertaken?

The first stage of this process was to appoint a dedicated job evaluation team to begin gathering information, creating and issuing job evaluation questionnaires to staff, and organising joint evaluation panels consisting of trade union representatives and members of the job evaluation team.

The evaluation panels agreed a level for every job in the Council. Each factor level equates to a number of points, the total of which gives a score for the job. The job score indicates the overall size of the job and its relative position in the pay and grading structure.

When will this be completed?

The initial evaluations of all post have been completed. However, job profiles change and new jobs are occasionally created and when this happens the jobs will need to be re-evaluated. This will be an ongoing process.

A new pay and grading structure has been designed and a review of terms and conditions has been carried out, with a view to harmonising them across the Authority. In addition, an Equality Impact Assessment has been carried out on the proposals to ensure they meet with the requirements of current equalities legislation.

What happens next?

Once you are happy to accept the changes, please sign and return the Acceptance Form in the envelope provided. You will find this on the back of your Statement of Personal Information.

Please note the deadline for receiving your signed Acceptance Form is 30th September 2011. You should sign and return your Acceptance Form by 30th September 2011 even if you have lodged or intend to lodge an appeal or have an outstanding query. If any changes arise from the appeal or the query they will be backdated where appropriate.

You will be written to again after receipt of your signed Acceptance Form with full details of how you can access the discretionary Implementation Payments and advise you how you can make an appointment to attend a drop in day to sign your COT3/Compromise Agreement.
