The Way Accreditation Works

For a property to be accredited the landlord must show that:

  • The property meets current environmental health standards;

  • Services and furniture meet safety requirements;

  • He/she meets the fit and proper person criteria.

To be accredited, the property will have been inspected and meet the physical standards of the scheme. Certificates relating to gas and other relevant installations will have been received and checked.

The Council can only warrant that both the property and landlord meet the accreditation standard on the day of accreditation.

All accredited property must satisfy the following criteria:

  • Health and Safety - The property must be free from significant risk to the health and safety of the occupant or visitor ( category 1 hazards) and comply with legal standards.
  • Reasonable condition – The property must be in free from items of disrepair which either individually or due to their combined effect causes serious inconvenience to any occupants.
  • Basic amenities – The property must possess adequate size and number of basic amenities ie: Kitchen and bathroom facilities

There are 3 standards based on the condition of the property and the level of management of the landlord. The standards are categorised Gold, Silver and Bronze.

Gold Standard

  • The property should satisfy the Carmarthenshire home standard eg. Bathrooms/ kitchens < 25years;
  • Fire risk assessment carried out and all recommendations implemented;
  • All recommendations of a Energy Performance certificate should be implemented;
  • The landlord must be accredited under the All Wales Accreditation scheme;
  • A satisfactory electrical safety report on the electrical installation is present.

Silver Standard

  • A mains operated smoke alarm should be positioned in the hallway and landing. These should be interlinked;
  • Security - No major security issues;
  • An energy performance certificate must be undertaken and a rating of “C” or above obtained

Bronze Standard

  • Battery smoke alarms should be fitted positioned to the hallway and landing;
  • Security - No major security issues
