Alternative Sites (Site Allocation Representations)

The Carmarthenshire Deposit Local Development Plan (LDP) was published for public consultation for a period of 8 weeks from the 22 June 2011 until the 19 August 2011.  A number of the responses received to the Deposit LDP related to ‘Alternative Sites’ (also termed ‘Site Allocation Representations’ under The Town and Country Planning (Local Development Plan) (Wales) Regulations 2005.  Such representations included requests for the amendment or deletion of sites proposed in the Deposit LDP and suggestions for new sites. 

The Council published these for consultation in order to provide the public and other interested parties with the opportunity to comment.

It must be emphasised that the Site Allocation Representations set out within the Register of Alternative Sites have been submitted by respondents to the Deposit LDP and are not the Council’s proposed sites, except in certain instances where representations have been submitted in support of the Council’s Deposit LDP allocations.

Viewing the Register of Alternative Sites

The Register of Alternative Sites assigns the sites by town or settlement and is presented in the form of a table with accompanying map extracts. Each site is identifiable via a Site Reference (ALT) number.  If a settlement is not listed then no submissions have been received for that particular settlement. For smaller villages and hamlets, or for sites that are located outside a settlement, please view the "Open Countryside" document.

All Site Allocation Representations received during the consultation on the Deposit LDP, together with supporting documentation relating thereto (including Sustainability Appraisals if applicable), are available to view here by using the search tool to search by Representation Number or Site Number.  Where a Sustainability Appraisal has been submitted by a proponent, this will be identified within the Register.

Some Alternative Sites have been subject to a sustainability appraisal by the Local Planning Authority.  In order to view these, reference should be made to the SA Report, Annex 2: SA Score Cards which can be viewed here.  To view the location of the sites detailed in Annex 2 and which have an SA Score Card please click here to access the interactive mapping service (PlanAccess).  These sites may be located by selecting LDP SA SITES (ANNEX 2) under ‘Themes’.

The Register of Alternative Site Representations (Site Allocation Representations) is also available for public inspection at all public libraries in the County, and at the following Council offices between the hours of 8.45am and 5.00pm Monday to Thursday, and 8.45am to 4.30pm on Fridays:

A full set of hard copies of the Register of Alternative Sites is available for inspection at 8 Spilman Street, Carmarthen.

What Happens Next?

Following the Council’s consideration of all the representations received (including any objections), the Deposit LDP together with associated documents and all representations will be submitted for an Examination in Public.  The examination will be presided over by an independent Inspector who will consider all aspects of the Plan and, in determining whether the LDP meets the tests of soundness, will decide what (if any) amendments should be made to the Deposit Plan. It should be noted that the content of the Inspector’s report and findings in this respect will be binding on the Council for incorporation in the final Plan.

Although the Council will inform the Inspector of its views on the issues raised during this consultation (and potentially propose a range of ‘focused changes’), it must be emphasised that it is only the Inspector who is able to make changes to the Deposit LDP.

A number of representations relating to specific sites were submitted with no accompanying maps or information which identified the site’s boundaries.  As such, these have not been included in the Alternative Sites Register.  A list of these representations can be viewed here.
