This document has been produced by Hyder Consulting (UK) Ltd on behalf of Network Rail in support of the prospective proposed replacement of the existing wooden trestle railway viaduct over the Loughor Estuary with a replacement structure at the same location but of a modern and more robust construction.  Although the proposed works would fall within the realms of Permitted Development under Part 11 "Development under Local or Private Acts or Orders" to the Town and Country Planning (General Permitted Development) Order 1995, it is however considered to constitute an Environmental Impact Assessment (EIA) Development by virtue of both the scale of the development and the environmentally sensitive nature of the location.  The site lies adjacent to the Carmarthen Bay & Estuaries Special Area of Conservation (SAC), Carmarthen Bay Special Protection Area (SPA) and the Burry Inlet SPA and Ramsar Site.  The viaduct is also a grade II listed structure and therefore enjoys statutory protection under the provisions of the Planning Listed Buildings Act.



It is in recognition of these european and national designations that the scope of the EIA (as envisaged by the consultants) has been produced prior to the undertaking of a EIA, which will be submitted in support of any prospective planning application, listed building application, as well as to inform an appropriate assessment of the development under the Conservation of Habitats and Species Regulations 2010.
