Street and House to House Collections 

House to House Collections

Certain charities that collect over a wide area have been granted an Exemption Certificate by the Secretary of the State. These Charities may collect without obtaining a further Licence but must inform the Council of their collection.

Organisations without the benefit of an exemption order must first obtain a Licence from the Council before conducting a collection from house to house.

Street Collection Permit

A Street Collection permit must be issued by the Council to a person (being a representative or agent of an organisation) intending to collect money in aid of charitable purposes.

Street collections, which involve the public sale of goods or magazines, in aid of the charitable purposes of an organisation, also require a Street Collection permit from the Council.

A permit will authorise the holder to conduct collections on a given date within a specified part of the Council's area.

You will need to send in an application form to the Licensing Section.

Street Collection Regulations

Applications for collection dates during next year will not be determined until January's Licensing Committee.

Organisations are encouraged to submit next year's applications by November, this enables the Council to accommodate the maximum number of charity street collections during the coming year.

Please note that the Council has introduced a general policy, limiting applicants for street collection permits to a maximum of one Saturday and one weekday in any particular location within the County during each calendar year.

Applications for collection dates during the current year should be submitted at the latest six weeks prior to the proposed collection date.
N.B. The Council will only permit one collection in any locality at any one time

Please ensure your application includes:
a) A completed application form - please complete all sections.
b) The charities latest accounts/annual financial report.
c) Literature giving details of the charities work and in particular any projects supported within Carmarthenshire.
