The Carmarthenshire LBAP is intended to cover all of the county of Carmarthenshire and its inshore waters, but excludes the Brecon Beacons National Park (BBNP), for which a separate plan has been prepared.
In line with national guidance the broad aim of the Carmarthenshire LBAP is:
To conserve and enhance biodiversity in Carmarthenshire by means of local partnerships, taking account of both national and local priorities."
Specific objectives of the Carmarthenshire LBAP are set out below:
Objectives of the Carmarthenshire LBAP are:
l To maintain and enhance the biodiversity of Carmarthenshire through the preparation and implementation of individual action plans, covering a range of selected habitats and species which reflect both national and local priorities;
l To develop effective local partnerships to co-ordinate and deliver biodiversity action in Carmarthenshire;
l To raise public awareness of the the importance of conserving and enhancing Carmarthenshire's biodiversity;
l To monitor progress in achieving local biodiversity targets and to report on such progress to a national biodiversity database.
Individual action plans included in the Carmarthenshire LBAP cover all those habitats and species that occur in the county which have been afforded priority status in the UK Action Plan. They will also include a selection of habitats and species which, although not given priority status at a national level, are considered to be important in a Carmarthenshire context.
The Carmarthenshire LBAP has been developed and endorsed by a range of organisations which will oversee its implementation. The Carmarthenshire Local Biodiversity Action Plan Partnership encompasses a range of statutory agencies, the local authority, non statutory conservation bodies and various farming and landowner organisations. In implementing the Carmarthenshire LBAP, the partnership aims to develop closer links between the various member organsiations, with the common goal of conserving and enhancing biodiversity in Carmarthenshire. The group will endeavour to work with local communities, businesses and institutions to raise public awareness and to help deliver biodiversity work on the ground. The Partnership will also be responsible for reporting on the progress of local actions to a national biodiversity database.
