Every contract made by or on behalf of the Authority shall comply with EC Public Procurement Directives, National Legislation, Contract Procedure Rules, Quotation Procedure Rules and the Authority’s Financial Procedure Rules.
The Council follows rules for public contracts depending upon their values. The Corporate Procurement Unit provides advice and guidance on procurement, applying these rules to all Council departments.
The different rules for each threshold are shown below:
The EU Public Procurement Directives
It is a legal obligation for the Public Sector to follow European Law on Public Sector procurement activity.
The EU Directives should be adopted when contracts exceed a certain value threshold (see below) whereby an official Tender Exercise in accordance with the European Public Procurement Directives should be undertaken.
Contracts that exceed this value threshold must be advertised in the Official Journal for the European Union (OJEU).
The European Public Procurement thresholds are revised every 2 years and the current values came into effect on 1st January 2012, & are as follows:

Contract Procedure Rules
The Contract Procedure Rules apply if the value of the procurement is estimated at above £75000 but below the European thresholds - an official Tender exercise should be undertaken.
Quotation Procedure Rules
The Quotation Procedure Rules apply where the estimated value or amount of a proposed contract/procurement is less than £75000.
