Because of the size of the project, it is very important that we manage it using strict project management guidelines. To do this, each member of the project team has had some level of project management training in using the PRINCE (Projects in a Controlled Environment) II project management procedures.

The following diagram shows how the project fits into our decision-making process.

Our management structure for the project

DCHS liaison group
This group is made up of tenant representatives from each tenant network, and meets with officers from the project team and area housing teams each month. The group’s role is to discuss project proposals, and get feedback on the proposals from the groups they represent. The liaison group then give this feedback to the project team.

Project team
This is a team of seven officers who co-ordinate the Carmarthenshire Homes Standard Project. The team is made up of a project manager, a principal project officer, a senior project officer, a liaison officer, a support officer and a senior accountant. Their work gets reported to the project steering group each month.

Tenants
Members of the public who rent their homes from the council.

Project steering group
A group made up of directors and heads of service who meet each month to monitor the progress of the project.

Housing services advisory panel
The panel is made up of six of our elected members, six tenants and six officers. The panel meets every six weeks to monitor all housing activity. It also acts as the project board.

Corporate management team
This team is made up of all of our chief officers. It meets to discuss matters such as the Carmarthenshire Homes Standard proposals. The director of social care and housing and the director of technical services report to the corporate management team on the project’s progress.

Housing scrutiny committee
This is made up of members from various political parties. The committee is given the opportunity to challenge the proposals before decisions are made. This group meets once every six weeks, and its decisions are then passed on to the executive board for approval.

Executive board
This is made up of a group of elected members who have the responsibility for a department within the council (for example, the executive board member for the housing department and executive board member for the environment department are jointly responsible for the Carmarthenshire Homes Standard).

County council
This is made up of all of our elected members.
