Ceir cyfarwyddyd manwl ynghylch cynnal SA integredig yng nghanllaw'r ODPM - Gwerthusiad Cynaliadwyedd o Strategaethau Gofodol Rhanbarthol a Dogfennau Datblygu Lleol (Tachwedd 2005). Mae hwn yn diffinio'r pum prif gam mewn cynnal SA:
Cam A – gosod y cyd-destun a'r amcanion, sefydlu'r waelodlin a phenderfynu ar y cwmpas;
Cam B – datblygu a mireinio'r opsiynau ac asesu'r effeithiau;
Cam C – paratoi adroddiad SA;
Cam D - ymgynghori ynghylch yr opsiwn yn y cynllun datblygu a ffefrir a'r Adroddiad SA; a
Cam E – monitro effeithiau sylweddol gweithredu'r cynllun datblygu
Cam A – Adroddiad Cwmpasu'r SA
Adroddiad Cwmpasu'r SA oedd cam cyntaf y broses SA/SEA ac roedd yn gosod y cyd-destun ar gyfer SA Cynllun Datblygu Lleol Sir Gaerfyrddin. Roedd yr Adroddiad Cwmpasu'n bwysig gan ei fod yn pennu'r prif amcanion cynaliadwyedd ar gyfer y Sir, a fydd yn eu tro yn cael eu defnyddio i brofi'r CDLl maes o law.
Derbyniodd y Cyngor adborth ynghylch pa mor briodol oedd y dull a ddisgrifiwyd yn yr Adroddiad Cwmpasu ar ôl ymgynghori â'r holl bersonau a grwpiau oedd yn ymwneud â'r mater. Roedd y cyfnod ymgynghori yn para o 3 Medi 2008 hyd 8 Hydref 2008 ac yna cafodd yr Adroddiad SA drafft ei adolygu yng ngoleuni'r ymatebion a gafwyd i'r ymgynghoriad.

Cam B – Cynnal Profion Cydweddiad ar Amcanion Strategol,
Opsiynau Gofodol a Pholisïau Strategol y CDLl yn erbyn Fframwaith yr SA - Adroddiad SA cychwynnol - cyhoeddi Tachwedd 2009
Mae amcanion strategol Strategaeth a Ffefrir y CDLl wedi cael eu profi yn erbyn amcanion yr SA/SEA er mwyn sicrhau bod amcanion y cynllun yn gynaliadwy.
Wrth ddatblygu Strategaeth a Ffefrir y CDLl mae'n ofynnol hefyd i'r Awdurdod gynhyrchu ystod o opsiynau gofodol strategol. Mae'r opsiynau a nodwyd wedi cael eu gwerthuso i benderfynu sut mae'r cynllun yn adlewyrchu orau amrywiaeth a chymeriad y sir a'i hanghenion a'i chyfyngiadau datblygu, yn ogystal â chefnogi amcanion strategaethau, cynlluniau a pholisïau eraill sy'n gweithredu'n rhyngwladol, yn genedlaethol, yn Sirol ac yn lleol. Cafodd yr opsiynau gofodol strategol eu hasesu yn erbyn yr amcanion cynaliadwyedd fel rhan o Gam B o Broses Asesu'r SA/SEA.
Hefyd mae Polisïau Strategol y CDLl a geir yn fersiwn Cyn-adnau y Strategaeth a Ffefrir wedi cael eu hasesu yn erbyn fframwaith yr SA/SEA er mwyn cael gwybod beth fydd effeithiau tebygol gweithredu'r polisïau. Gweithredir dull ‘drwy gyfuniad’ wrth asesu, lle mae effeithiau polisïau strategol eraill yn cael eu hystyried hefyd er mwyn gweld beth yw effeithiau gweddilliol y polisïau strategol. Diben gwneud hyn yw nodi meysydd lle gall fod bylchau a lle mae'n bosibl nad yw'r effeithiau a ragwelwyd yn cael eu rheoli ar hyn o bryd drwy ymyriadau polisi. Mae hyn yn rhoi cyfle cynnar i nodi elfennau neu newidiadau ychwanegol o ran y geiriad y gellir eu cynnwys ym mholisïau manwl y CDLl wrth iddynt gael eu drafftio.
Mae profion cydweddiad Cam B i'w cael yn yr Adroddiad SA Cychwynnol. Mae'r Adroddiad SA Cychwynnol ar gael bellach yn yr adran lawrlwytho ar yr ochr dde. Gwahoddir sylwadau ar yr Adroddiad SA Cychwynnol fel rhan o ymgynghoriad ehangach ynghylch y fersiwn cyn-adnau o ddogfennau cynigion yr Awdurdod.
Derbyniwyd sylwadau gan y Cyngor rhwng 4 Tachwedd 2009 a 4 Ionawr 2010. Bydd yn ddefnyddiol edrych ar yr Adroddiad SA Cychwynnol ar y cyd â'r Strategaeth a Ffefrir (gweler tudalen y Strategaeth a Ffefrir ar y wefan hon) gan fod cysylltiad agos rhwng y ddwy ddogfen.

Mae'r ymatebion a ddaeth i law yn sgil yr ymgynghori, ynghyd ag argymhellion JACOBS ynghylch hynny, ar gael yn yr adran lawrlwytho sydd ar yr ochr dde. Rhoddwyd y ddogfen hon gerbron Bwrdd Gweithredol y Cyngor Sir ar 22 Mawrth 2010 a bydd yn cael ei rhoi gerbron y Cyngor llawn ar 22 Ebrill 2010.
Detailed guidance on conducting and integrated SA is given in the ODPM guide Sustainability Appraisal of Regional Spatial Strategies and Local Development Documents (November 2005). This defines five main stages in conducting a SA:
Stage A – setting the context and objectives, establishing the baseline and deciding on the scope;
Stage B – developing and refining options and assessing effects
Stage C – preparing the SA report
Stage D – consulting on the preferred option of the development plan and SA Report; and
Stage E – monitoring significant effects of implementing the development plan
Stage A – The SA Scoping Report
The SA Scoping Report was the first stage of the SA/SEA process and set the context for the SA of the Carmarthenshire Local Development Plan (LDP). The Scoping Report was important because it determined the key sustainability objectives for the County, which will in turn be used as a means to test the LDP in due course.
The Council received feedback on the appropriateness of the approach set out in the Scoping Report following consultation with all interested persons and groups. A consultation period ran from 3 September 2008 to the 8 October 2008 and the draft SA Report was then reviewed in light of the consultation responses received.

Stage B – Compatibility Testing the LDP Strategic Objectives, Spatial Options and Strategic Policies against the SA Framework – Initial SA Report – published November 2009
The strategic objectives of the LDP Preferred Strategy have been tested against the SA/SEA objectives in order to ensure that the plan’s objectives are sustainable.
In developing the LDP Preferred Strategy, the Authority is also required to generate a range of strategic spatial options. The options identified have been evaluated to determine how the plan best reflects the diversity and character of the county and its development needs and constraints, as well as supporting the aims of other strategies, plans and policies operating internationally, nationally and at the County and local level. The strategic spatial options have been assessed against the sustainability objectives as part of the Stage B SA/SEA Assessment process.
The LDP Strategic Policies as set out within the Pre-Deposit Preferred Strategy have also been assessed against the SA/SEA framework to identify the likely effects of the implementation of the policies. An ‘in-combination’ approach to the assessment is undertaken, whereby the effects of other strategic policies are also considered in establishing the residual effects of the strategic policies. The intention of this exercise is to identify areas where there may be gaps and where predicted effects might not be currently managed through policy interventions. This provides an early opportunity to identify additional elements or changes in wording that can be included in the detailed LDP policies as they are drafted.
The Stage B compatibility tests are set out within the Initial SA Report. The Initial SA Report is now available in the Downloads section to the right. Comments are invited on the Initial SA Report as part of the wider consultation on the Authority’s pre deposit proposals documents.
Comments were received by the Council between 4 November 2009 and 4 January 2010. It will be useful to view to Initial SA Report in conjunction with the Preferred Strategy (see the Preferred Strategy page of this website) as the two documents are closely interlinked.
