
The Social Care Workforce Development (SCWD) Partnership in Carmarthenshire operates on the principle of ‘One Sector, One Workforce’. For service users and carers the distinction between service provision from the different sectors is not crucial; rather what is crucial are the values, skills, knowledge and competence of the people developing and delivering the services.
Within the Statutory Guidance on the Role & Accountabilities of the Director of Social Services, there are set out accountabilities in relation to workforce planning, professional development and partnership working within and outside the Local Authority. The Director of Social Care, Health & Housing provides leadership to ensure a whole social sector workforce plan is in place and delivered which identifies and secures implementation of measures to ensure a sufficiently large, skilled, safe and focused workforce to meet assessed needs.
Led by Carmarthenshire County Council the SCWD Partnership plans, implements & monitors the effectiveness of learning & development [L&D] opportunities funded through the Welsh Assembly Government SCWDP grant. L&D opportunities are provided to its own managed services and to independent and voluntary sector providers across the range of provision and in collaboration with a range of partners including Health & the Police. Regulation requirements, the Qualification Framework and National Minimum Standards continue to provide the Partnership with baseline requirements when planning for accredited or formal training.
