Over the next 2-3 years, Llanelli Town Centre will benefit from over £40 million of investment which includes the redevelopment of Llanelly House, the refurbishment of Llanelli Library, and the new theatre and East Gate developments. The ADREF project will act as “the key stone” binding and strengthening each and every element of the town centre scheme together, with the overarching aim of enhancing the sustainability of the town by providing a catalyst for inward investment from the private sector and delivering an enhanced town centre experience for the community as a whole. This will increase the prosperity of the area and make a substantial contribution to its economic growth.
ADREF is made up of 3 elements:
Element 1 - A package of environmental enhancement works and access improvements within and around the town, which will increase the quality of the public realm and enhance the distinctiveness and sense of place of the town centre. The environmental enhancements aim to:
- To improve the public realm in and around the town centre
- Upgrade key gateways into the town centre
- Improve pedestrian/cycle linkages between the town centre and surrounding communities
- Project ‘showcase’ which will promote the vision and provide information about the regeneration in Llanelli.
Element 2 - A package of financial assistance to the private sector to encourage property improvements. Two forms of assistance are available:
Town Improvement Grant (TIG) - to encourage improvements to the external visible elements of commercial property frontages in key areas.
Property Development Grant (PDG) - to encourage construction of new speculative commercial floor space on derelict sites (to BREEAM excellent standard), or refurbishment of derelict properties within the town centre (to BREEAM good standard).
Element 3 – The establishment of a Centre for Economic Inclusion (CEI). The main aim of the CEI is to engage people who have been furthest away from the labour market and who are economically inactive, and provide access to training and information at one contact point on a range of issues to enhance their economic opportunities.
